To make the the stuffing, heat a pan with little oil. While the oil is being heated, blanch the green peas in hot oil for 10 minutes and strain them.
In the kadhai with oil, add the jeera followed by the chopped onion. Saute till golden brown and then add the ginger garlic paste.
Stir for few seconds and then add the powdered masalas, salt.Cook for few seconds and then add the blanched green peas.
Put the lid on and cook on a low flame for 6-7 minutes. Now coarsely mash the green peas in the kadhai with a ladle or a masher.
Finally add the grated Paneer, mix and check for salt. Stir for few seconds and switch off the flame. Keep aside to cool.
Boil the potatoes, peel and mash them. Now add the rest of the ingredients except the oil mentioned under "outer covering", into the mashed potatoes.
Mix till everything comes together and becomes a dough. Make small roundels of the potato dough and stuff each one with the green peas filling.
Reshape them into TIKKIS. Shallow fry them in little oil and serve.
